Founder Chairman

Mr. M. Mahbub-uz-Zaman obtained Bachelor of Agriculture degree from Dhaka University in 1949. Mr Zaman also attended courses in the University of Southern California and Harvard University, USA.

Founder of Civil Service College, Dhaka Mr. Zaman joined the Civil Service of Pakistan and retired as Cabinet Secretary, Government of Bangladesh. He was also Minister, Ministry of Agriculture, GoB during 1987-88. Mr. Zaman served as Chairman and Member of various national level Committee/Commission since 1972 till retirement from Government service in 1986. Mr. Zaman was also a distinguished social worker and a great institution builder. Apart from Civil Service College, Dhaka, he was the motive force behind establishment of Bangladesh Medical College and many other social institutions.

Mr. Md. Matiul Islam obtained Masters in Public Administration degree from Harvard University, USA. He is a Fellow of the Institute of Chartered Accountants of Bangladesh. Mr Islam joined Civil Service of Pakistan in 1952 and retired as Secretary to the Government of Bangladesh. He also served as Alternate Executive Director of the World Bank.
Mr. Matiul Islam was President, International Centre for Public Enterprises, Lubjana, Yugoslovia; Head of UNIDO-World Bank Cooperative Programme at UNIDO Headquarters in Vienna; and Country Director, UNIDO in New Delhi. Mr. Islam set up a number of banks and financial institutions in the private sector. He also worked as Consultant to Shamil Bank and Bank Alfalah based in Bahrain and Abu Dhabi respectively.

Dr. Fakhruddin Ahmed obtained BA Hons. and MA degree in Economics from Dhaka University, MA in Development Economics from Williams College, USA and PhD in Economics from Princeton University, USA. Dr. Ahmed started his career as Lecturer in Economics, Dhaka University. He joined the Civil Service of Pakistan in 1963 and held various positions in the Government of Pakistan and Bangladesh. While a Joint Secretary, GoB,  he joined the World Bank  and held various important positions there.
Dr Ahmed was the Chief Adviser of the Caretaker Government of Bangladesh during the period from 2007 to 2008. Prior to this appointment, he worked as Managing Director, PKSF and Governor, Bangladesh Bank.

Dr. Fakhruddin Ahmed is an expert on Macroeconomics and Sectoral Policies related to development. He worked extensively on financial sector reforms including regulatory reform, monetary and exchange rate policies and corporate governance.

Dr. Islam was Chairman, Bangladesh Security and Exchange Commission and Chairman, Sonali Bank. He was Finance Adviser of the Caretaker Government of Bangladesh during the period of 2007-2008.

Mr. Syed Manzur Elahi is a prominent businessman in Bangladesh and is the chairman of Apex group, a leading business organization in Bangladesh. He has made significant contribution in various industrial & business enterprises including Banking. He was the founder Chairman of Mutual Trust Bank Ltd.. Mr. Syed Manzur Elahi did M. A. in Economics from University of Dhaka. He joined the former Pakistan Tobacco after graduation but left the job to start his own business. He is now the Chairman of Bangladesh Association of Banks, Vice Chairman, Bangladesh Association of Publicly Listed Companies and Director of ACI.

Syed Manzur Elahi was appointed Adviser to the Caretaker Govt. of Bangladesh twice for his leadership qualities and professionalism. Mr. Elahi is the Honorary Consul of the Republic of Belgium in Bangladesh. He was awarded "Business Executive of the year 2000" by the American Chamber of Commerce in Bangladesh and later "Business Person of the Year" award sponsored by DHL and The Daily Star.

Dr. Mohammad Abdur Rashid obtained PhD in Psychology from University of Liverpool, UK. Dr Rashid worked in various administrative positions under the Government of Pakistan and Bangladesh and retired as Secretary, GoB. He held some academic positions including Lecturer, University of Dhaka, Bangladesh and University of Malay, Malaysia and Associate Professor, International Islamic University, Kuala Lumpur.

Dr. Rashid published a number of articles on mental health in the professional journals of Bangladesh, Pakistan and Malaysia and has written two books on psychology.

Dr Mohammad Haroonur Rashid obtained MA degree in Economics from Dhaka University, MPA from Karachi University and MA and PhD in Economics from Boston University, USA. Dr. Rashid served in the Civil Service of Pakistan and Bangladesh and retired as Secretary to the Government of Bangladesh. He was also Chairman, Bangladesh  Security and Exchange Commission; Chairman, Grameen Bank; Member, National Pay Commission, GoB; Member, UN Body on Public Administration and Finance; and Alternate Executive Director, Common Fund for Commodities, Amsterdam, Netherlands. He  served as Consultant of various national and international organisations.

Dr. Haroonur Rashid is an expert on Public Administration and Finance; Economic Development and Planning; and Capital Market and Regulatory Reforms. He worked as Team Leader of various studies, projects and programs sponsored by international development agencies including the World Bank, UNDP, ILO, UNOPS, ESCAP and CIDA. He is now the Principal , Civil Service College, Dhaka & Managing Director Civil Service College Trust.

Dr. Akbar Ali Khan received BA Hons. and MA degree in History from Dhaka University and MA and PhD in Economics from Queen's University, Canada. He was a Civil Servant in Pakistan and Bangladesh and retired as Cabinet Secretary, GoB. He also held the posts of MDS, PATC; Economic Minister, Bangladesh Embassy in Washington DC, USA; Alternate Executive Director, the World Bank; and Director, Institute of Governance Studies, BRAC University. Dr. Khan was also Adviser to the Caretaker Govt. of Bangladesh, 2006.
Dr Akbar Ali Khan has published several books and articles on economics and public administration.

Mr. Abdul Muyeed Chowdhury secured BA Hons. and MA degree in History from Dhaka University.  He also studied Public administration in the University of Tennessee, USA.
Mr. Chowdhury joined the Civil Service of Pakistan in1968, served both in Pakistan and Bangladesh and retired as Secretary to the Government of Bangladesh. He was Advisor to the Caretaker Government of 2001. He also served as Managing Director of Bangladesh Biman, Executive Director of Jamuna Multipurpose Bridge Authority and Global Councillor of IUCN.

Currently, Mr Chowdhury is Chairman, BRAC BDmail Network; Member of the Governing Board, Bangladesh NGO Foundation; Founder Trustee, Grameen Trust and Member of BRAC University Governing Board.

Dr. Kamal Uddin Siddiqui was in the  Civil Service of Pakistan and Bangladesh and retired as Principal Secretary to the Prime Minister, GoB. Dr Siddiqui also served as Alternate Executive Director, Asian Development Bank and Consultant in various national and international development organisations.
Dr. Kamal Uddin Siddiqui secured M.Sc. degree in Applied Chemistry from Dhaka University and MA and PhD in Economics from the University of London. He is a Specialist in economic development, poverty alleviation and local governance. He wrote a number of books on Local Government.

Mr. Mohammad Shahidul Alam received BA Hons. and MA degree in Economics from Dhaka University. Mr. Alam started his career as a Lecturer in Economics, Dhaka University. He served in the Civil Service of Pakistan and Bangladesh and retired as Secretary to the Government of Bangladesh. Mr. Alam was also Director General of BIAM Foundation and Principal-in-Charge, Civil Service College, Dhaka.

Dr. Salehuddin Ahmed was appointed as Governor of the Bangladesh Bank on May 2005. As Governor, he was Chairman of the Board of Directors of the Bank. Dr. Ahmed did his master degrees from Dhaka University and McMaster University in 1969 and 1974 respectively and obtained his Ph.D. in Economics from McMaster University, Canada in 1978.

He started his career as a lecturer in Economics at Dhaka University in 1970. Joining the erstwhile Civil Service of Pakistan (CSP), he served in various capacities in field of administration in the government of Bangladesh. He worked in the Centre on Integrated Rural Development for Asia and the Pacific (CIRDAP), a regional inter-governmental organization with its headquarters in Dhaka. Dr. Ahmed was the Director General of Bangladesh Academy for Rural Development (BARD), Comilla and also Director General of the NGO Affairs Bureau of the Office of the Prime Minister. During 1996-2005 Dr. Salehuddin Ahmed was the Managing Director of Palli Karma Sahayak Foundation (PKSF), the apex funding agency of macro credit operations in Bangladesh. He has authored more than 60 books, reports and journal articles which have been published at home and abroad. He is on advisory bodies of several government and non-government agencies in Bangladesh.

Mr. Muhammad Fazlur Rahman is a former Secretary, Ministry of Food and Disaster Management of the Government of Bangladesh. He joined Civil Service of Pakistan and served in various important positions of the Government of Pakistan and Bangladesh. He also served as Managing Director of the Social Development Foundation (SDF) from Jan 2006 to Dec. 2009.
A post-graduate in Economics, Mr. Rahman received higher training from Civil Service College, London & Birmingham University. He did Project Management course from Arhus Technical College, Denmark. In addition to this, he received Post-Graduate Diploma in Planning and Development.
Muhammad Fazlur Rahman held key positions like Sub-Divisional Officer, Upazila Nirbahi Officer and Deputy Commissioner during his tenure with the government. He was associated with the grass-root level development activities of the Government.

Dr. S. M. Imamul Huq obtained M. Sc. degree in Soil Science from Dhaka University. He did a second M. Sc. from AIT, Bangkok and
D. Engg. from the University of Nancy I, France. Dr. Huq is a Professor of Soil Science, Dhaka University and currently working as Chairman, BCSIR. He has been rendering consultancy services to various national and international organisations  like FAO, UNDP, DANIDA, IUCN etc.
Dr. Imamul Huq has to his credit more than 200 publications in national and international journals. Dr. Huq has been awarded Bangladesh Academy of Science Gold Medal for his outstanding contribution to agricultural and biological sciences. He has also received Bangladesh UGC award in physical and biological sciences.
