Faculty

Qualified faculty are drawn mostly from amongst the senior public officers in the civil services (retired and in-service), academics, professionals and partner institutions from home and abroad. Team-teaching is used for multi-disciplinary courses or courses requiring both theoretical analysis and practical experience. Facilities

The programme is presently conducted at the BIAM complex as the facilities are ideally located and cost effective. The College will move into its own campus later on.

Semester and Class Schedules

There will be four regular semesters in each programmes having 15 working weeks. Each credit hour means one-hour class per week. Classes will be held on Sunday through Thursday and during week-ends, if necessary. The duration of a class will be usually for 90 minutes. Seminars/workshops/debates will also be arranged at convenient times.

Commencement of the Program

The programme will commence generally in December but may vary from time to time. Each batch may consists of 25-35 students selected from amongst public servants, NGOs, SOEs, banking & other financial institutions and the private sector. The College can simultaneously run more than one programmes, if necessary.

Teaching Methods

The programme emphasizes participatory methods of learning including preparation of case studies by students, field visits and interaction with experts and practitioners. Considering the diversity of the courses, this programme provides for a variety of teaching methods, such as lecture, discussion, panel session, debate, seminar, role-playing, case study, workshop, project/group work and research. The faculty while offering a course will carefully select the methods appropriate for it and lesson’s objectives. As most students are from active service, emphasis is given to methods that help students learn, engage in critical thinking and apply the knowledge in practice.

Course Numbering System

Courses are numbered in two parts: first part with alphabets representing the centre-piece of the programme, and second part refers to the level of the course. Preparatory courses could be numbered at 100 levels, Core Courses at 500 levels and Elective Courses at 600 levels. Dissertation related courses are numbered 700 onward with the Dissertation itself as 799.

Performance Evaluation

Grading/ Evaluation/Assessment

Student of the MPA programs of CSCD shall be evaluated in the following ways:

General

The student’s academic performance in each course will be evaluated on a continuous basis and final results will be in the form of internationally accepted Cumulative Grade Point average (CGPA) system awarded out of a scale of 4.

Grading

Letter grades shall be used to assess the performance of a student in a course of which A+, A, A-, B+, B, B-, C+, C and D are considered passing grades, F is the failing grade. The numerical equivalence of the grades as used by the college in calculating CGPA are as follows:

Academic Standing

Students are expected to maintain set standards in their academic work. They should take the requisite number of courses and maintain satisfactory grades. They are expected to maintain a GPA of 3; otherwise they will be put on probation for the following semester. Students scoring a GPA below 2.5 in their first semester will be asked to withdraw from the program.

Assessment

The respective teachers will design the course outline at the beginning of the semester and they will provide a copy of the course outline to each student of the course. They will include the topics to be covered under the course and the valuation/grading policy for his/her course, in line with the approved syllabus. Based on the assessment policy he/she shall continuously evaluate the performance of the students and award grades.

Evaluation

The grade in a course will be based on an overall evaluation of student’s performance throughout the semester in assignments, examinations, quizzes, term papers, project work, class participation and class attendance. The students will be evaluated on the basis of the following format.

However, depending on nature of the course minor modifications can be made by the respective course teacher(s), provided it is incorporated in the course outline. Mid-term examinations and Final Examinations will be held on pre-announced dates. Numerical scores earned by students in tests, exams, assignments will be cumulated and turned into letter grades at the end of the semester.

Examination System

A single examiner system will be followed in the MPA programs of CSCD. All tests, assignments, term papers and class performance will be evaluated by the course teachers. He/she will make available the scripts, assignments, term papers etc to the students in the classroom except those of the final examinations. Before final examination, the course teachers are required to submit all the scripts, assignments etc with a compiled up-to-date result summery to the Principal of CSCD. Question for final examination will be set by the course teacher himself/herself, who will submit it to the Principal who may cause it to be submitted to the Examination Committee, if he deems it necessary. The Examination Committee may moderate the questions, if necessary and then hand it over to the Principal to arrange for its printing and safe custody. After the examination, respective course teacher will evaluate singly the scripts and deposit marks to the Principal. The Principal will place the result of the final examinations before the Examination Committee, which will ratify the results and return it to the Principal who will announce it.

Examination Committee

MPA programme in each batch shall have an examination committee for each of the areas of GPP & IER for conducting and supervising the final examination. Each of the committee will be composed of following members:

Dissertation/ Thesis

Each student will write a thesis in partial fulfillment of the requirements of the degree. The dissertation/thesis will provide a structured program that allows one topic or problem to be researched in depth and through independent study. The objectives of dissertation is to sharpen analytical skills in designing research questions, information retrieval, organization of a research program, time management, analysis of data, articulate findings, writing report and presentation of the reports. In the first Semester, each student is required to choose a topic for dissertation, get trained in writing skills in English, Computer Literacy and Research Methodology. In the Second Semester, he/she would write a research proposal duly approved by the thesis advisor and defend it before the class, conduct literature survey, write the theoretical/methodology chapter and research design for collection of data, preparing the questionnaires etc. In the Third Semester, he/she is expected to collect, collate & process data, analyze data, and complete a 30-40 page thesis. In the Fourth Semester, he/she will submit the draft report to the College and defend it in a seminar. A Thesis Advisor will be appointed by the College Authority to guide the student particularly in dealing with the technical and specialized issues related to the thesis. Thesis Advisor will assist the student in defending 1st drafts of the thesis. The comments and suggestions received in the seminar will be incorporated in the draft dissertation under supervision of the Advisor. After due revision and correction, the revised version will be reviewed by a second examiner. The final version incorporating the suggestions/comments of the second examiner will be submitted to the College for acceptance.

Computation of CGPA

CGPA will be computed after each semester to determine the academic standing of the student in the program. Calculation of CGPA will be done in the following way:

Incomplete Grades

For incomplete course work a student may be assigned the grades of incomplete, which will be recorded, as ‘I’. Since passing of all courses individually is a degree requirement, the student has to retake the course when offered in the immediate next course and will have to successfully complete the course.

Repeating Courses

A course may be taken only once for a grade, except when a student receives a failing grade. Since passing of all courses individually is a degree requirement, the student must retake a failing course when offered and will have to successfully complete the course.

Publication of Results

Examination Committee is responsible for publishing the provisional results within 15 days of completion of last examination of a semester. The committee will do all necessary coordination with Controller of Examinations of DU for publishing the final results as soon as possible.
